Please explain the issue you're having and send the log it generates (and possibly the screencap of ntsd output. For x64 XP you still need 32-bit version of Debugging tools because setup.exe is 32-bit. I've tried and it works on x64 Vista, so it may be limited to x64 XP only, or it's just a bug.
